Starting a business

Starting an electrical business in Germany: Meisterpflicht, grid operators and the first twelve months

In Germany, your own electrical business stands on two legs: the entry in the Handwerksrolle (register of crafts) and the entry in a grid operator's installer register. The first is handled by the Handwerkskammer (chamber of crafts), the second by the grid operator, and each checks different things. If you only think of the Handwerksrolle, you may finish an installation and not be allowed to register the meter. Here you will learn how to clear both hurdles, what the equipment costs and why inspections under DGUV Regulation 3 make a good second source of income.

Key points at a glance

  • Electrical technician is a licensed craft (zulassungspflichtiges Handwerk, Annex A no. 25 HwO). For the Handwerksrolle you need the master craftsman qualification (Meister), an equivalent qualification, a practice authorisation under § 7b HwO or an exemption under § 8 HwO.
  • Only the grid operator and businesses entered in the installer register may work on installations behind the house connection (§ 13(2) NAV). Expect proof of expertise, a workshop inspection and ongoing training.
  • Register the business with the Berufsgenossenschaft (statutory accident insurer) within one week (§ 192 SGB VII). For electrical businesses this is usually the BG ETEM.
  • Wallboxes must be reported to the grid operator before commissioning; above 12 kVA they need its consent (§ 19(2) NAV).
  • Start-up costs for test equipment, tools and a vehicle are roughly €30,000 to €70,000 (as of November 2026). Inspection jobs under DGUV Regulation 3 bring plannable revenue.

Meisterpflicht: electrical technician is listed in Annex A

The Handwerksordnung (HwO, Crafts Code) lists electrical technician as no. 25 of Annex A. That means the Meisterpflicht applies: only someone entered in the Handwerksrolle may run the craft independently. The entry is not reserved for holders of the Meisterbrief (master craftsman certificate). § 7 HwO and the exemption rules open further doors.

  • Master craftsman exam in the electrical technician craft or a related craft. Depending on the school and format, preparation costs a five-figure sum; Aufstiegs-BAföG (state funding for further training) covers a large part.
  • Equivalent qualifications under § 7(2) HwO, for example an engineering degree in electrical engineering or a state technical college qualification, if the focus fits. The Handwerkskammer decides.
  • Practice authorisation under § 7b HwO for experienced journeymen: passed journeyman exam and six years of experience, four of them in a senior position. The authorisation is granted by the higher administrative authority after consulting the chamber.
  • Exemption under § 8 HwO, if you prove the necessary knowledge another way and the master craftsman exam would be an unreasonable burden for you.
  • An employed technical manager (Betriebsleiter) with a Meisterbrief, if you do not meet the entry requirements yourself. The person must really work in the business; a name on paper is not enough.

The second hurdle: the grid operator's installer register

The Handwerksrolle lets you run the craft. For work on customer installations behind the house connection, that is not enough. § 13(2) of the Niederspannungsanschlussverordnung (NAV, Low Voltage Connection Ordinance) says: apart from the grid operator, only an installation business entered in a grid operator's installer register may do this work. The grid operator may make the entry dependent on proof of sufficient professional qualification. The rule does not apply to pure maintenance, except for the section between the house connection fuse and the meter.

The responsible party is the grid operator in whose area your business premises are located. The Handwerkskammer has no say in this check. Typically the grid operator asks for:

Documents for the entry (typical, details vary by grid operator)

  • Proof of expertise of the responsible qualified electrician, in practice often via the so-called TREI course with exam
  • Extract from the Handwerksrolle and trade registration
  • Employment contract of the responsible qualified person, if that is not you
  • Proof of business liability insurance
  • Workshop and vehicle with the prescribed equipment and current standards, often inspected by a member of the installer committee

After the entry you receive an installer ID card. It is time-limited and only renewed if you prove the required training. In other grid areas you work as a guest installer by showing your entry with your home grid operator. The principles for this are agreed by the federal installer committee of BDEW and the electrical trade.

Authorities and insurance in the right order

  1. 1

    Handwerksrolle

Apply to the Handwerkskammer with your Meisterbrief or equivalent proof. The chamber issues the Handwerkskarte (craft card) that you need for the trade registration.

  2. 2

    Trade registration

Notification under § 14 GewO at your local trade office, online in many places. The office informs the tax office, the chamber and the Berufsgenossenschaft.

  3. 3

    Tax office

Fill in the tax registration questionnaire via ELSTER. The small business scheme under § 19 UStG applies up to €25,000 turnover in the previous year and €100,000 in the current year (as of November 2026). With material invoices for business customers, it is rarely worth it.

  4. 4

    Berufsgenossenschaft

Register within one week of starting the business. For electrical installation businesses this is usually the BG ETEM. As a business owner without employees, you can take out voluntary cover.

  5. 5

    Installer register

Apply to your local grid operator, with proof of expertise and workshop inspection. Allow a few weeks, especially if the next course date is still to come.

  6. 6

    Commercial register and legal form

As a sole trader you start without an entry. A GmbH or UG (limited companies) goes into the Handelsregister (commercial register). More in the general founding guide for Germany.

A second source of income: inspections under DGUV Regulation 3

Every business with employees must have its electrical installations and equipment checked regularly for proper condition. That is what § 5 of DGUV Regulation 3 and the Betriebssicherheitsverordnung (Industrial Safety Regulation) require. Testing may be done by a qualified electrician or an instructed person under their direction and supervision. The intervals in the regulation are guide values. The testing electrician sets them according to the conditions of use, much shorter on building sites than in an office.

For a young business this is ideal work: plannable, recurring and good in winter, when less is happening on sites. An example: a founder in northern Hesse tests for 35 customers in her first year, from a dentist and a bakery to a joinery workshop. Every test appointment brings follow-up jobs for faulty devices, missing residual current devices or new sockets.

  • Equipment: appliance tester for portable equipment, installation tester for fixed installations, test labels and software that manages test records and reminders.
  • Prices: many businesses charge per tested device plus travel. State your prices clearly so business customers can compare.
  • Documentation: the record is the product. Clean, with intervals and a list of defects, so the customer can show it to the Berufsgenossenschaft or the insurer.

Test records must be easy to find at any time, whether in a folder or in the test software.

Add insurance, a small stock of materials and your marketing. With us, the website costs €1,800 one-off and €30 a month for hosting. What agencies charge by comparison is shown in the guide to website costs. For your bank, a simple cash flow plan shows when wholesaler invoices are due and when customers pay. With property developers, 30-day payment terms and interim invoices are common; your wholesaler often wants money sooner.

Where the first jobs come from

  • PV providers without their own qualified electrician look for registered businesses for the AC connection and grid registration. A framework agreement secures a base workload.
  • Property managers need wallboxes in underground car parks, stairwell lighting and meter cabinet replacements. Punctuality and quick quotes count for more than the last euro.
  • Business customers for DGUV V3 inspections: tax advisers, medical practices, workshops, restaurants. A phone call and a clear price per device are often enough.
  • Private customers find you through Google. A well-kept Google Business Profile and genuine reviews bring more than ads on portals.

Once the site is up, check the imprint and the information required under § 5 DDG (Digital Services Act). Licensed crafts name the chamber and professional title there. The guide to mandatory information in Germany gives an overview. Only use the term "Meisterbetrieb" (master craftsman business) if a master craftsman actually runs the business.

Questions on this topic

Can I become a self-employed electrician without a master craftsman qualification?

Yes, in several ways: with an equivalent qualification under § 7(2) HwO, with a practice authorisation under § 7b HwO (journeyman exam plus six years of experience, four of them in a senior position), with an exemption under § 8 HwO or with an employed master craftsman as technical manager. For the installer register you also need proof of expertise for the grid operator.

What is the TREI course?

That is the common name for the course with exam through which the responsible qualified electrician proves their expertise for work on installations connected to the low-voltage grid to the grid operator. It is a requirement for many entries in the installer register. Your grid operator will tell you exactly which proof it requires.

Which Berufsgenossenschaft is responsible for electrical businesses?

Usually the Berufsgenossenschaft Energie Textil Elektro Medienerzeugnisse (BG ETEM). Responsibility depends on the main focus of your business. Register within one week of starting, and you will receive a binding decision.

Can I use my installer ID card in other grid areas?

Yes. You get entered with the grid operator where your business is based and work in other grid areas as a guest installer by proving your entry. Procedures and portals differ, so allow some lead time for new grid areas.

Is the small business scheme worth it for an electrical business?

Rarely. You may not show VAT on invoices and you cannot reclaim input VAT on materials, tools and vehicle. With business customers who can deduct input VAT anyway, it brings no price advantage. Discuss it with your tax adviser.
